That only counts when the other party is also under 18 or within a certain amount of years. The teacher was also in a position of authority. These kinds of things can affect a young person's psychology for life, just because this is a boy you're struggling to see this. The exact same thing happened in the UK last week. This isn't a minor infraction, it's the sexual abuse of a minor. Some people need to be made an example of. In the UK 16 is legal but only if the other person is also under the age of 18. A 33 year old would still be liable to go to prison, and definately a person in authority.

Legally in the UK a woman cannot rape, they can sexually assault but they can't rape (which needs to be changed) So the argument usually devolves into, 'it's mainly men' that rape other men, so men as a whole kind of deserve it.

I reada little while back that in the UK rape as legally defined cannot be carried out by a woman, since legally defined it involves penetration by a penis. So they would be convislcted of a similar offense but not rape, despite the media sometimes using the term rape. I'll have to find the source for that of course.

Ironically, 'there is not enough research in the field' speaks volumes. No one wants to do that research, the academic landscape currently is very liberal, leftist (not always a bad thing obviously) and thus the knee jerk reaction to any talk of of starting up such research is that, ironically again, it smacks of sexism and because of that it's also extremely difficult to get funding, which skews the statistical landscape further.

Part of it is that it's not the same people today. This is the outcome of the 'believe women' bias - the bias here favours the perpetrator over the victim. I was sexually abused by a woman as a child, and groped by various women as an adult. Nothing was done about it. Considered a non-issue. Legally speaking women cannot rape, because according to legal terms rape can only be carried out with a penis.
