Yeah I'd say the legal argument via establishment clause is likely the most straightforward, but that might not even matter since we now have a rash of laws that violate Roe V Wade, coincidentally in the legislative session immediately following the appointment of a pro-life judge on a now pretty solidly conservative Supreme Court. I would say given that the vast majority of legislators who voted for the bill are likely both adamantly against life saving programs such as universal healthcare while also supporting the death penalty, therefore the argument that it's about preserving life is incredibly hypocritical and makes me think it's more about preserving social capital. Perhaps it's not explicitly targeting just women, but I would cast doubt on their expressed reasoning being genuine.
