Yea the dictated by science part didn't make sense. It can only be defined by some regulatory body, as standard temperature can't really be defined by phiscal properties. It's simply a temperature that is easy to reproduce.

Both 20 and 25°C are common in Germany. STP (the one defined by IUPAC) is 273.15K (0°C) and NTP (defined by NIST) is 293.15 (20°C).

Eli5: assume the pipe is just a ring of metal. Now open that ring of metal. You got a bar of metal. What happens when you heat most metals? They expand. The bar gets longer. It also gets a bit thicker, but with a few mm in diameter and inches in length, and the expansion being a percentage the increase in length is much more noticeable. So turn this bar back into a ring. Now the diameter is obviously larger. The major part of a pipes expansion is because of the metal stretching in the direction …
