The argument she's making is not against a merit-based electoral system. In fact, she is arguing FOR a fairer merit-based system. What she means by "imagine half of congress people were women" is that, statistically, if the sexual demographic of the United States were proportionally represented in Congress, roughly half of Congress people would be women and half would be men.
