This evidence neglects, however, a collapse of meritocratic behavior earlier on in an education system and in the previous jobs applicants were not blindly selected for. What she means by "imagine half of congress people were women" is that, statistically, if the sexual demographic of the United States were proportionally represented in Congress, roughly half of Congress people would be women and half would be men.
