I'm sorry, you're mistaken. Neural Nets are most definitely programmed. Without a base to start from, they can't do anything so there needs to be some sort of programming to start with. How else do you think they make their decisions. NNs work on a try-fail basis. They try to accomplish the task they're programmed for. If they succeed, they're added to the pool of 'good' NNs and those good NNs are used to create the next generation. And this continues until as close to 100% success is achieved.
