Its a for a similar reason that you can not enter into a legal contract with children. The courts have to determine whether or not individuals understand their actions. The rapist, in this instance, uses a position of authority to coerce the victim into having sex. Thats why its rape. U think its fine and dandy to have sex with a nine year so long he gets a boner? Penalizing everyone without "income" for that reason alone targets people who legitimatly dont have any earnings. How can you prove someone doesnt have income of any kind? I mean, are you suggesting the courts ascertain which of these individuals are choosing a life of poverty simply to deprive a child of neccesities? Seems far fetched to me that someone would do that. 13	Undercover cops were forced to have sex with women in order to keep their jobs. Public's reaction: OMG, those poor women! What's with the sensationalist title? The officers were encouraged to pursue intimate relations. At no point did it say their jobs depended on it or that they were forced. Moreover, the women have every right to be pissed off, just like any woman does (or man) when lied to simply to have sex with them. What makes this exceptionally disturbing was it was encouraged by the police department.
