Personally Id rather do away with the draft but if we have to have it I say give it to the ladies too. Or mandatory service at 18 wouldnt be that bad either(I know its a complete opposite ideology but it would make the people of this country a little more respectful). They used to let men who had no siblings to carry on the name out of the draft, but they changed that....but in order to reinstate the draft its gotta be a pretty bad war.

Depends. Everyone that's male has to sign up when 18, at 18 you can vote. There is a grace period where you have to be signed up by or you face prosecution. I'm sure if there's an election you'll be able to vote if you just turned 18 but haven't sent in your draft papers yet.
