2	A Melbourne woman repeatedly raped a 13-year-old boy, plied him with alcohol and drugs, and had three of his children. Aussie here. From what I've seen, generally news outlets don't (or aren't allowed to) publish the name of the perpetrator if their victim is under 18 years of age, in the interest of protecting the identity of the victim. The problem that I see with encouraging circumcision as a means to prevent STI's is that some men (especially those in developing countries) may believe that if they are circumcised, they do not need to wear condoms, which will in fact increase the spread of HIV. Getting an education is a long term process that benefits not just the individual, but society as a whole. It's not at all comparable to cutting off perfectly healthy skin from a baby boy's penis. As for your second point, circumcision can be done at any age, not just as an infant. So why should the decision be forced upon someone who may not have wanted it in the first place?
