I believe it's just another way to be a victim, which many people crave. I have read a little into it (just the very basic forensic stuff), and they have highly specialized personnel that can differentiate between lies and actual cases of abuse with children. They aren't very good at lying and faking the dozens, if not hundreds of signs; things like posture, body language, speech, descriptions, etc. Of course it's not 100% accurate, but they can be very certain if abuse actually took place.
