Well, HRC and the Snopes article are not referring only to combatants, but war in general. I don't think anyone is doubting the degree to which servicemen give their lives. But the subject is not servicemen only, it is all victims of war. Overall, if I understand the data correctly, civilians are the primary victims of war. Since women and children comprise the majority of those civilians, women and children are therefore the primary victims of war.

No, men who die are directly affected, and this is where I think HRC misspoke. It is not the wives and children of the men who go off to war that suffer the most. When it comes to those who are most adversely affected by war, civilians are impacted at the greatest degree - and of those civilians, the majority is women and children.
