Yes it does. About 5 years ago in my home city they started aggressively ticketing people for using phones, even at a red light. Nowadays everyone in that city knows not to text and drive and a lot of people get upset if the driver of the car they're riding in does use their phone. Laws are intended to be good and then twisted and abused by lawyers. Many laws are also made for the lowest common denominator of our society (stupid people, crazy people, etc) so a specific law against using your phone while driving is a good thing IMO. Been there, done that. The only reason I ended up with 50% custody is because she showed up to trial high out of her skull. "Funny" side note - when she initially (falsely) accused me of being a drug addict, they gave me 0% custody, even after I passed a drug test and she failed. "Best interest of the child" is a joke. She cares about maximizing custody because that maximizes income. The system is so broken and like everything else is based around money.
