For 5+ years, I paid 100% of my income in child support...plot twist: it wasn't child support, it was me paying for everything and having full custody with my ex wife paying zero for support. She refuses to be involved and moved 5 hours away. For me, I'd gladly pay $500/mo in support and still get 50/50, but it's not an option. Judge refuses to order support too, which is actually illegal. I'm no longer surprised by anything. It ain't right, but I'm strong.

The custodial father can file a motion to restrict her travel. It would be an emergency filing. At a minimum, it would put everyone on notice that the mother may attempt to run with the kid.
