Supposedly during Victorian era Syphilis was a real problem just as unprotected sex during peak of AIDS, so it wasn't completely pointless. The modern equivalent are "no touch" policies in schools to prevent any liability for the school. The Mike Pence rule goes even further: don't even be seen in any situation which can be misremembered later due to lack of witnesses.
