6	Real Rapists are probably not low value men. I agree with your feelings on the matter, but no, they wouldn't just go and arrest the person. Remember, the victim here has to testify that there was a crime. Not to defend the OP, but depending on how long it has been, it's something to consider whether or not the victim wants to resurface the traumatic event.
