I’ll agree it’s not now, but there are examples in the world of a rehabilitative prison that has reduced incarceration and resulted in truly surprising results. It’s a proven system that when prisons don’t strip away humanity, you see prisoners leave acting human and not becoming repeat visitors. From trying to give her citation for original traffic infraction she committed that caused him to run plates to the car being in his name is something that needs to be impounded if the warrants are for traffic violations. This time though, he was legit trying to do it the right way.
