pepper is really good but like 1% of officers has access to it but when the suspect is already shooting 100% of cops are gonna use their gun because this what they are train to do. if the suspect has a deadly weapon they are gonna use deadly weapon ( deadly weapon does not mean gun a baseball bat is a deadly weapon)
