I think it's just a historic thing where the rape law was written as it was at the time and rather than change it, new offenses were added to cover other things. Possibly it's harder to change an existing law rather than introduce the new ones? I'm not sure. It doesn't say "women can't rape men", it's just that the rape law specifically covers penetration with a penis. Women would still be charged it would just be under a different sexual assault law.

I mean, it's just a technical point really. The rape law is written to specifically cover unwanted penetration with a penis. There are other sexual assault laws which would cover anything a woman could do to a man.
