NCIS takes the bottom of the barrel in Federal Law Enforcement. They are pretty much considered a joke when compared to the Army's CID (Criminal Investigation Division). CID agent's are actually Military Personal (Warrant officers typically) and CID is actually part of the Army's Military Police Corps. Where as NCIS agents are Federal LEO, usually the ones who couldn't get an 1811 (Special Agent job) with the DOJ or DHS.
