As well as the gang rape accusation, this article also says she claimed to have been sexually assaulted by someone her friend believes she made up.

I've done some work with local authority children's services and the sheer amount of apathy some social workers had for the cases they were dealing with astounded me.

I guess it could be looked at like that, it's just not how I read it. The initial portion of the article does focus on a women's prison, but the rest come across as being much more gender neutral. Personally, I think a much bigger problem is revealed in the article: Larry Amerson believes local sheriffs like him already look out for inmates' safety, and he does not believe the statistics.

I'll be honest, I think you've gone off on a bit of a tangent with this. I thought the article was quite balanced with the information it presented, but used the case of an inmate being raped impregnated by a guard as a story to grab interest. (Redditor for 10 months, to save you the trouble)
