Simply put, there would have to be a law which criminalises accusations which are both: a) False: It is found against in court and the judge agrees there was little prospect of it succeeding against the accused b) Malicious: The intent, both subjective and objective, of the accusation would have to be considered in whether it was made out of malice rather than seeing justice done.

I think one way it could be done is by having the gov't 3rd party receive the profiles of those looking and match up those that would seem to be comparable. Kinda like tinder but no one swipes and an algorithm decides who you talk to based on interests/personality.

The issue is that it might lead to no-fault divorces where one party accuses the other of fault to get assets out of them. I think a simple solution would be to put the burden of proof on the accuser for this and to make it a high burden.

Well, the way to tell is to ask the suspected bot a very particular question. For example; 'what do you think of Brutus' betrayal of Caesar?' If they tell you 'Yes, that sounds interesting; can we talk more elsewhere ;)' then odds are it's a bot. Especially when 'she' posts a link. If they are human they'd either say 'wtf' or 'Yes, a real tragedy for such a great man to be betrayed by one whom he cared for.'
