Government regulations almost always do more harm than good, restricting fair trade and limiting the flow of capital to the parties most capable of using it (hint: it's typically not useless bureaucrats with zero business experience). The government should only be regulating areas which the private sector can't properly administer, such as military, infrastructure, the environment, health and safety, etc. 90+% of the US federal budget is bullshit and bloated beyond belief.

It's less about absolute number and more about averages and behavior. A woman with an n-count of 20, who is 30 years old, more than likely started having sex at around 18-19.
