If prisoners get rehabilitated the chance of them committing crimes again is vastly reduced. Look at Norway with vastly diffrent system. Prisoners get rehabilitated and the rate of prisoners commiting crimes again is extremely low. I don't exactly how it works but the goverment pay a company to run a prison. They make money out of it.
