3	Dude ain't having it So do victims of random violence get a period of negotiation and mediation whereby they can discuss with the offender what level of force is warranted in response? Is there a handicap or weighting system they can refer to? What takes precedence? Intent or effect? Does the victims history, mental acuity, inebriation get taken into account?
