I don't know what jurisdiction you are in but in the UK only a little more than 5% of accusations result in a conviction and not all of these convictions are for rape. A huge number are categorised as no crime it varies a lot by police force but around 30%. That is the police decide the evidence is that there was no rape or other offense. Very young children are different but restricting ourselves to mentally competent adults if you need a long time thinking over the events to decide it was rape or assault then it isn't. A woman (its normally a woman) has an experience she later regrets and thinking over it the details of what happened, there is a motive for avoiding personal responsibility for what is regretted and the memories gradually change until they become convinced they have been raped.
