Find some way to get him to help you. Ask him to hold your jacket, maybe take a photo, or drop something near him see if he picks it up. If he responds, introduce yourself while adjusting your hair behind your ear. Ask him what his interests are, compliment him and be genuine. Don't ask about his work, he'll think you're fishing for money. If they're not approaching, it's probably because you don't appear approachable. Ask yourself "What do the men I want, want in a partner?"

Don't fool around and let a girl you're not interested in blow you. I've declined girls before because of unattractive traits, but I never let them touch my penis. If you don't want awkward feelings, don't let them touch your penis.

Eh, she probably wasn't really that interested to begin with. Just move on and have fun. You are the most attractive when you're having fun. Who knows what's around the other corner. Shit sucks, I know, but keeping positive is super attractive. Mostly, I just let women come to me. I socialize through ballroom dance and women just tend to place themselves in my zone.

Don't focus on this girl. Remain professional, serious, confident, and kind. Act normally around her, even if she isn't. Don't shit where you eat, work relationships are just that. Get a hobby that puts you in a position where you're around and interacting with women that have similar interests. First, which do you have that you think would attract a woman? For example, I'm really tall, and good dancer, and very musical. I took years of ballroom dancing lessons which really helped me approach random women with confidence. Any guy struggling with approaching women, I highly suggest any ballroom partner dancing.
