Firstly because it's poorly named. Masculinity are qualities typically attributed to men. Meanwhile toxic masculinity is used both for things men do and norms other people put on them. Even norms that are almost exclusively perpetuated by women are described as toxic masculinity. The equivalent term for women is internalised misogyny.
