The chart has been pulled away from the context of the article (not the graph makers doing), but the chart still contains a fair amount of disclaimers, and a link to the original article just in case. Since you raise it though, I am curious... What do you think the agenda was? What do you think would be a more accurate caption given the context? Took 5 seconds to find, and worth reading before formulating an opinion. TL:DR - Somebody wrote down 19 scenarios, asked people to rank whether they thought each example was rape or not on a scale of 1-100, and then plotted the averages.
