There are waiting lists of people looking for those types of jobs. Just because you don't desire them doesn't mean other people don't look for them. The issue is that these jobs are somehow undesirable. Municipal jobs in waste management and sanitation are frequently pretty good with decent pay and benefits and they don't require additional schooling as do many of the building trades.
