Instead of Not Guilty by Reason of Insanity (NGRI) that most states have, AZ has Guilty but Insane (GBI). Essentially you still have the conviction and all that, but you are not sentenced. What has happened is that the UNIVERSITIES have misapplied it to just cut less popular sports in many schools in the name of equality. Is the legislation now a piece of shit and do we need a better one? Yes. That does not mean it was originally a bad thing.
