This law exists because then anyone getting arrested can say its an unlawful arrest and resist. So the court is supposed to decide whether the arrest was lawful or not. I agree with the law but it is really shitty for those unlawfully arrested. I often wonder how compliant I would be if a cop tried to cuff me for something retarded. I'm not sure if I came off this way at first but this is NOT a black and white issue for me, it's very grey. Its horrible and disgusting what she did. I'm not sure how old your daughter is and that may make a difference here. For the most part kids have no filter and empathy is a learned behavior. I have witnessed nieces and younger cousins attempt to get out of hugging their older relatives goodbye. To the kid, they want to get back to pokemon or whatever asap, to grandma it can be pretty painful. This does not just happen with relatives a kid hardly sees.
