Judging purely by the cop's appearance as a portly man, and his tone and words, I suspect he was simply being a kind individual on account of her being a fat woman, and him having expected to find the terrifying-looking black dude with multiple outstanding drug warrants. Worth noting, and I've actually seen this in person, when someone doesn't respond to a taser, it's often because they're strung out on some kind of drug. Might not have been the case here, but I've witnessed a taser drop a 300-pound man like a sack of potatoes. Point is, when a taser doesn't work, the immediate action should be to use a pistol.
