Water is a tap away, food is a coupon or a trip to a bank away. Shelters and emergency housing exist, as do benefits paying for housing and gas. The average Scottish citizen gets taxed £16 more than the average English citizen, and that allows for Scottish citizens to have access to free university, baby boxes worth £500 on childbirth as well as numerous other grants not available in England. If you don't have food in a first world country, there's food banks and benefit schemes that specifically give you food coupons. Water is generally paid for by taxes so you won't dehydrate to death, you might need to drink a bit of metal with it, but you have access to life via a tap.
