I don't know what happened and can't find it, but it was a front page story here and the responder got a lot of criticism from the public and also his boss.

Something sorta like this happened in Finland a while ago. A man called the emergency number to report that his wife was attacking him and he had locked himself in a room to escape. The emergency responder laughed "You getting your ass kicked by a woman?" He had to call again to get another responder to get help.
