Eryemil is right, you grow new skin cells, some mucosa (inner), some outer (regular shaft skin), but you can't grow back the specialized skin cells that were removed. The form fitting foreskin, the frenulum (its removed in most cases), the rigid band, the specialized skin cells that produce a pheremone. Only 2% of men will develop phimosis and require a medically necessary circumcision. Forcefully retracting as an infant makes the likelyhood of developing phimosis much much higher. Because retracting rips the skin and scar tissue forms. Scar tissue doesn't grow with the infant as he grows into an adult leading to a tight foreskin.
