It's a lot harder for the DA to get a conviction if the person who was assaulted refused to sign a statement and won't show up for court. This is a bit different because there is video, and the DA could still choose to file charges, but typically a non-compliant witness in a case where no one was seriously injured means the DA will just ignore it and move on to cases they have a better chance of winning.

While many may graduate from the Caribbean med schools, they are still required to pass the exact same board exams as US med students, and they often have difficulties doing so.
