There's some weirdness in how they describe it, they take wide hips to mean the ilium bone, even though the size and shape of the pelvis is connected to size of the hips. Like this.

He has a point. High inhib peoples came to be due to civilization. Low inhib peoples are largely those who never made the switch, like Africans, native Americans, Papuans, aboriginals, etc.

Those mostly happen in American fiction. Regardless, prison selects for the dumbest and most violent/low inhib men. Surely that changes the equation. Another factor is time. You might just go to work and do decently but if you were literally stuck there for years, everyone's behaviors would change.
