In the linked law, it says "neglect or refuse to provide support", which is what was curious to me. Also remember, local police are not the only law enforcement in your state. If local police fail, you can turn to the county (sheriff dept). If the county does not have law enforcement powers (in some large municipalities, sheriff's dept only handles jails and courts), go to your state police force. I agree with oneiorosgrip on this. I'd also like to say that when you find yourself in this situation, with some asinine bureaucrat quoting "policy", always ask for a copy of the policy, in writing. This helps de-escalate any potential anger by creating a pause, and it allows both parties to know exactly what the relevant code or policy entails.
