That's not an issue of compliance, I think. Frankly, that's a character flaw that's common in most women (in my experience). Confront her about it while assuring her that it doesn't affect your feelings. If she freaks out, or continues to reject responsibility, then you'll have your answer: this character flaw is here to stay. Then you can decide whether you'll still be happy with her despite that flaw.

Undesirable action Y is, in this case, removing her from your life. Saying "if you cheat on me, I will choose to end our relationship" is not being controlling- you have the freedom to end your relationship whenever you want, for whatever reason you want. If you know that you value her not doing action X more than the relationship, then go ahead and let her know that.
