There is no 'incel' movement, the people who you see in forums are like 100 weirdos rotting in his basement. They are not organized, they are not fighting for his rights(not enacting laws) they just vent a lot.
Some people has mental problems ie autism or are too focused on his caarer and when they are all set up with it they want a relationship(usually asians)
Not even close, my mom was autistic and had zero friends but she always told me how she could cope with the emotional support from his 20 something years old grown ass boyfriends when she was 15 while at 19 i can only cope with sports and videogames while trying not to shot myself everyday. For men autism is death sentence unless you are super good looking.

You really dont need to run in sketchy circles to meet people who do girls under 16, i literally happen to meet people in his early 20s and mid doing this just by going out, my mom and aunt were dating people in his mid 20s when they were 15.
