You are confused. Shia and Shariah are not the same. Shia are an off-shoot of Islam that have several sects, some very different to mainstream Sunni Islam. There isn't a single country on earth that is governed by Shariah law. Laws of Muslim countries may be based on Shariah but none of them are full Shariah. You can get plenty of Alcohol and the like in most of the Middle East and South-East Asia.
