But the long-term potential of IBEW employment is where I begin having a problem — look at the older guys and realize that many of them are just there because they have a license (and each jobsite needs "so many" journeyman) which allows the apprentices to do all the work.

One of the reasons (but not the main reason) I left the IBEW Union was because of how difficult it is to fire / motivate the phone addicts. They'd literally be found in closets / crawl-spaces yapping away on their social interwebs and it's hard to get anything done when you cannot fire somebody easily.
