A somewhat attractive friend dropped me off the other day; before leaving the car I gave her a pat on the shoulder which she reciprocated by patting my shoulder too. Start by asking people for the time or similar questions until you're able to do it with anybody and wherever. How do you know when you're able? When you see attractive women and don't feel ANY internal resistance to going up to them and saying hi. Don't feel like it? Then it's your signal to just do it.
