They basically acknowledge that the policy is abused, and is throwing money down the toilet, but use it as a public relations tactic. No minimum length of employement before their eligible for leave, no requirement to return to work afterwards. Out of my group of direct reports I at one point ended up with 50% of them taking maternity leave simultaneously...every woman who worked for me, overlapping a bit but each of them taking 9 months of paid maternity leave (60% salary).
