I think his point is that your argument about the genders covering each other isn't as perfect as it could be, because the chart is just showing proportion of the existing workforce by gender, but that workforce is smaller than it should be. I agree with your point that men and women perform different roles and we cover each other's backs by playing to our respective strengths and taking up different duties. It's just also true that some of those roles are still understaffed despite that.
