In my state, CS is a percentage of the noncustodial parent's income and has nothing to do with the child's expenses. So, if the paying parent makes 100k per year, CS is 20% of that . If he/she makes 5k per year, it's 20% of that. It was explained to me that the child is entitled to benefit from both parents income. It will get infected (I heard this so many times). I'd respond with "all kids need to be taught hygiene. That's a parent's job. You'd rather hack off part of his body than teach him how to care for it? Kids get cavities. Should we remove their teeth instead of teaching them to brush?!" I would argue though that they work against the child and the custodial parent just as often as they work in favor of the child and the custodial parent. Example A divorced couple has 1 child together. They are awarded joint custody with the child living with the mom full time. The courts want the non-paying parent to be able to work. Incarceration is a last resort and usually only done after many attempts to get them to pay. As for "debtors prison" it is not the same thing. If you don't pay your phone bill, a child doesn't go hungry or become homeless. My ex had never made a payment until I got someone, years later, to give me money for a private attorney to take him to court. It STILL took a few more years to get a payment, including the year in court leading up to a warrant for his arrest.
