As I just said to adamsfan42, though, my problem is that while he might have been about to ask for directions or he might have been just looking for his car, the only fact that we can be certain of is that our only exposure to the event is a short and ambiguous description based on the account of a woman who was actually there to see what happened and felt it suspicious enough to report.
