Even with the ability to change your status, you have to fight multiple odds, including the one called possibility. I've seen people with the right work ethic and attitude get nowhere, while people who are the polar opposite succeed when they should not. It's not always the case, but for many it is. Some are displaced mothers with kids, but they aren't truly homeless, at least not for very long usually. The rest are primarily junkies and barflies.
