How come in one of the most developed countries in the world systematic rape is happening in an institution ran by government in front of the eyes of police officers and there's no big scandal about that (or is there and I'm just not aware)? I would like to point out that a corrections officer is not a police officer, there is a big difference.

What's silly to me is that this implies that walking around with situational awareness is a bad thing. Try being a Marine operating in Iraq or Afghanistan, or a Cop patrolling a bad neighborhood. Personally I think it's a good thing when people consider their surroundings and take some of the responsibility of their own safety into their own hands. Apparently those women (not all women) view this as a burden someone else should bare?

I think this is counterproductive. It isn't about us vs them or who has it worse, it should be about equality. True equality. This only serves to undermine the cause, and make it look like bickering back and forth with feminists, which won't get anyone anywhere.
