If you mean to say men have generally curbed their genetic / evolutionary predisposition to be way more sexually forward than women then that’s wrong for sure. And it can’t be taught away, especially not in a reasonable amount of time that you could call it a realistic solution that would effect society in your own lifetime. I’m not sure why men being “to blame” is even a consideration here. If I humour it though i’m thinking this is probably a form of cognitive bias where we often deem non-actors as “not to blame”. “no one said that there must be equality between men and women.” Have you heard of feminism? Campaigning yourself wearing your disadvantage as a badge in modern society would seem to be a pragmatic and effective way of creating change. It’s called social justice and it has been integral to many important social changes throughout history.
