I think that mostly, the perpetrators are obviously to blame. However, you can't excuse people not taking any caution to ensure their own safety. Everyone has to make sure they are safe because honestly, you just can't trust every stranger outside. This isn't even a gender thing, I see a lot of feminists making the point that they don't feel safe going outside during night because men, but guess what? Nobody should feel safe! It's harder to make sure you're safe and not being followed or attacke…

And also I'm a male and assume that strangers may be dangerous people. Your gender being male doesn't automatically mean you're safe from everyone else, and I know for a fact because people have tried to kidnap me and followed me while walking home from school and several of my male friends have told me of similar experiences of their own. Sure, you're less likely to be targeted as a male because men on average are stronger and faster than women but neither sex is safe
